If it wasn't clear in the minutes, while the council discussed the
options it was decided that the membership model would not change (ie no
fees will be introduced).

Correct, this is the motion, we haven't fully prepared the list for use
(although it does exist and I see no reason for people not to
subscribe). Once we have finished our list code-of-conduct we'll put
this list into fuller use.
