AFAIK commercial broadcasters are required to devote a certain
percentage of airtime to community announcements.  I've been involved
with Life. Be in it. Part of their success was due to their community
announcements on TV - the networks loved those ads because they were
well written, colourful and had catchy jingles.

The community announcement space is much more crowded these days, but we
have the net now too. _If_ we were to invest effort, time and money into
this it would be sensible to build an entire campaign - vid file for net
distribution, audio for radio... etc.

However - This is A LOT of work.
