L.C.A's are fantastically low priced conferences. They're actually in a
range where someone who earns an average wage could easily afford to pay
a professional ticket with no company support. This has been, maybe,
because:

 a) they're in their infancy (as far as conferences go)
 b) they're run by volunteers (who don't need $40K salaries)
 c) they're community efforts

I'm not sure.

One thing for sure, though, is that it is a very inexpensive conference
;-)
