I can give you two reasons:

1.  Keeping the history of past bad behaviour public is helpful when
having to take action in the future.  Moderators can link to it, using
it for justification for acting sooner rather than later.

2.  If LA is going to be transparent and accountable, you can't remove
the evidence the moderators used to justify their actions from the
public record.
