Fair points - so how about we leave Paper.Li in for a few months so we 
can gauge demand / see how useful it is for our Members and then if 
there's sufficient demand, someone from Council (presumably yourself) 
can then take ownership of documenting requirements and scope, issuing 
and evaluating a tender? It would be great to have a FOSS alternative, I 
fully agree.
