A pity, but I feel not necessarily a surprise given how most every
community group I talk to is struggling these days.

I might be misremembering but I seem to recall several LCAs only had one
bid (Can anyone confirm or is my memory faulty?). IF that is the case it
would suggest this problem has existed for some time.
