If Kathy had written that without any background knowledge of me being willing 
to run it then your interpretation would be correct.

But I had been in discussions since the 10th of November about my willingness 
to run it.  But the relevant people haven't been able to make an agreement to 
just do it.

I have seriously considered just doing my own thing.
