Assume human at $100k/year, and it's 0.25 years of work (i.e. 3 months)
(+/- overheads etc etc) and it doesn't sound too bad for helping smooth
out a number of processes. I think it would *easily* use this much time
of volunteer time to do the same, and that volunteer time may not be of
experts in the field - and it does not seem to be readily available.

Maintaining and tweaking things may be more suitable for the current
reality of volunteer effort around LA, and at least with CiviCRM we're
supporting an ecosystem of free software with said expenditure.

The reality is, many people have pockets of effort they can expend, but
seldom a concentrated number of full weeks/months - we usually use that
time for having people organize LCA and other events.
