Why would I want to patch that, just pull the existing members from a 
query direct to the actual database itself to update the population of 
announce-list (eliminating duplicates, yes, I'm specially mentioning 
that because with the pedantic types on this list who like to spew shit 
out of their traps someone is sure to mention it will be problem 
*sigh*), and make sure that new members are added to it automatically, 
Steve Walsh indicated it is how it was previously done, but sometime 
between then and now, it was stopped... or forgotten and left out when 
some changes were made.

It has been brought up with council before. If exim is not up to it, it 
should be replaced, I've run sendmail based lists with many thousands of 
members that deliver faster than this, sub 2 mins - but I'd suggest 
using postfix which is even faster.
