Hi Brent,
Thanks for taking the time to review the minutes and provide feedback, 
and apologies for not responding sooner - Council have given most of our 
attention this week to the TBL funding issue.

 >> Why post these items in the minutes?
 >> I can think of 20 x 100+ reasons why in camera conversations must 
happen but IMHO and with deepest respect to all newly elected council 
members, including such in the minutes seems provocative.
  >> Why not just leave them out?

In documenting the minutes we attempt to strike a balance between 
openness and privacy; respect and transparency. There were two matters 
that due to our obligations under the National Privacy Principles had to 
be discussed, but not disclosed. By minuting the discussions as 'in 
camera', we've tried to balance being as open as possible while ensuring 
our legal (and moral) obligations are upheld.

However, if the community would prefer not to be advised about these 
matters, we'd be happy to alter the format of minutes - we represent, 
and work on behalf of the community so will be guided by feedback here.
