My understanding is that the funding goes directly to the W3C, not to Sir Tim himself

My understanding is that LCA was one of many sponsors (http://tbldownunder.org/ lists 16 sponsors and 3 partners) who jointly paid for Sir Tim's visit; reading between the lines, it sounds as though it is one of the other sponsors who has reneged on their sponsorship.
