I don't think that it should be a requirement that someone be "distressed" for 
a report to be made.  I think that there would be no downside to changing the 
above paragraph to remove "and which is distressing to you or another 
attendee, ".

The more extreme behavior justifies immediate expulsion from the conference 
without an "if the behavior continues" clause.  Probably anything that 
justifies a report to the "appropriate authorities" would justify immediate 
expulsion.  I think that the above paragraph works better without the "if the 
behavior continues, " part.
