[Linux-aus] Proposed constitutional changes: overview

Hi everyone,

A couple of factors have conspired to make it necessary for the Council to put
forward changes to our constitution, to be voted on at a special general
meeting fairly soon.  We'd like to discuss them here first in order to see if
we've missed anything, and also because once the SGM is announced, the motions
will be final and will either pass or fail. So, they need debugging in advance!

There'll be another series of mails following from this.

(1) Rationale for constitutional change and moving to new model constitution,
    together with set of changes
(2) Changes to financial year
(3) Changes to membership to bring it in line with actual practice
(4) Changes to record keeping and meeting procedure to bring it in line with
    actual practice
(5) Changes to election procedure to bring it in line with actual practice
(6) Changes to cessation of membership in line with the linux-aus proposal of
    earlier this week

As you can tell this will be a bit of a substantial undertaking... bear with us!
