Yes, the syllabus does come first.  
The text-book second.
The shared resources third.

A friend of mine, an IT teacher, just helped write a new yr 12 text
book. I've not seen the book yet, but it's available. There are a number
of publishers who produce such text books.

A frequent point for discussion on the vic teacher IT lists is the push
in schools to use ICT throughout the curriculum - and they struggle
against the fact that computing itself, programming, algorithms, seems
to have less and less space in the curriculum.

Emphasising computing as a branch of maths, and science, and art - is
how to get heard in the new world of education in Victoria that is VELS.

For reference... Yr 12 IT syllabus around the country...

The new 2007-2010 Victorian syllabus does not mention open source.
