The fact that you even mentioned this concept in your letter concerns
me, as the ethics of gambling and the lottery system has nothing to do
with the legal use or non-use of the image of Tux.

If you want to educate them along the lines of proper use of the Tux
logo, or if you want to educate them that their graphics designer
may not have created a new and unique logo for them, and is claiming Tux
for their own work, that is find too.

If you are using Tux and the Linux community to ascertain the ethics of
the lottery system or any lottery system, I would ask that you find
another way.
