It sounds like a simple organisational problem with a simple
solution.  AUUG is an old organisation with money but declining
numbers and conference participation.  LA is a dynamic and
growing organisation with increasing numbers and conference
participation.  OSIA is an organisation with (fewer) numbers,
limited money, but also has some dynamism.  They all have
different goals but some considerable overlap in terms of
objectives.  Perhaps get board/committee people from all
three together in the one room or on line and talk it out.
