7) How should this interact with existing businesses? Would it make 
sense to have some sort of 50:50 split -- if a business is willing to a 
fund 50% of a small project whose outcome isn't specific to that 
business, should LA be willing to put in the rest? Should that be a 
requirement in some/all/any instances?
