no its not.  import and export from the US seems to be really strange  and it 
is nearly impossible to regulate.  but your likely to still be sued anyway as 
the US company that holds the patent  would most likely be able to get a 
court in the US to handle the case against the software developer.  for 
infingement of US patents.
