[Lias] Batch Creation of Users with Webmin and OASIS

I've written a small (trivial, really) Perl script which allows batch
creation of accounts on a school server. The script reads input from an
OASIS (schools admin system used in NSW) report file and then writes a file
in the correct format for import by Webmin.
