[Lias] Quotas

[Tom Doyle]

I tried edquota...

"edquota: Can't get quotafile name.
No filesystems with quota detected."

It seems I need to enable quotas first.... which is when I thought the files
would be generated automatically if they didnt exist.
I have searched the net without much help...
