Probably your simplest path will be to use NetworkManager. I am not
sure what graphical UI comes with Ubuntu to use NetworkManager, but
here on my Debian Buster system with Gnome 3 the control panel is
reached at:

    <System Key> → Settings → Wi-Fi

When you turn on your Wi-Fi interface, that will show information
provided by NetworkManager, the currently visible Wi-Fi (802.11)
networks in range. You then select one and continue with the prompts.

Most of the functionality that used to be configured that way has
migrated to NetworkManager.

Let us know if you that helps or if you have more detail of what might
be wrong.
