You can download the final draft version (or at least you could a few
months ago). This practice is starting to become SOP, at least in some
standards groups, which is something that pleases me greatly.

Doing a (very) quick Google search found this, which looks like it's the
right thing:

I didn't download them so I'm not sure. Searching for "C99 final draft"
should find you a copy somewhere, if the above link is not it.
