My $0.02 and a bit on how PyCon AU does things:

Firstly I think that the "hobbyist" rate should be regarded as a
discount, concession rate: as others have pointed out, it's very cheap
amongst comparable conferences both in Australia and worldwide. LCA
just happens to offer the rate with no questions asked. The
"Professional" rate is the full rate for the conference, and
represents covering all costs for the delegate, and then some.

The "student" concession rate is offered at an unusually high
discount, offset by professional tickets, and because it's viewed as a
long-term investment. Students, in future, may become speakers and
professional delegates.

For people who really can't afford the lowest rate they are eligible
for, there shouldn't be an issue with directly contacting conference
organisers. PyCon AU formalises this approach: we have a financial
assistance scheme, and one of the grantables for that is discount –
even waived – registration.

I don't think it's unreasonable for conference organisers to discount
or waive registration fees on a case-by-case basis. I think LCA could
do a better job of advertising and formalising this though.
