goal to "create a better model for achieving whole-of-government ICT
goals that acknowledges the decentralised Australian Public Service
and differences in scale and capabilities across agencies" which is
arguably relevant with the AEC charging the states for election
software (the alternative being states incur additional costs
developing their own software or buying something commercially).
