I am imagining that it would usually be once a year, just prior to the election
of council/committee opening. Once we consider feedback on 1 vs 2 vs 3 here
we'll put forward a more concrete proposal for exactly when and how the checks
will take place.

Thanks for the procedural input, Andrew and Russell. These are good points.
Russell: we certainly should be making a reasonable effort to keep a list of
members that lists people only once!
