Sridhar -- you're understanding is kinda-true. The mirror team (Steven,
Andrew Pollock and myself) have a preference for not being the canonical
source for content. That's mainly because a pure mirror has very
different (and laxer) backup requirement than a primary source. Worst
case with a pure mirror we can just download all the stuff we mirror
again if we lose the machine.

Then again, we are already the primary source for a bunch of stuff. LCA
videos seem the most obvious example. So, I'm sure we can work out
something with the SLUG folk if this is an issue. Given we've already
got the problem of being the primary source for stuff, we might as well
make it worse!

(And as a more general plea -- if there's something stopping you from
using the mirror, please please please email
mirroring at lists.linux.org.au... We can't fix problems that we're not
aware of.)
