Microsoft has a very solid record of hitting their ship dates,
regardless of whether or not bugs are present. When marketing decides to
release it, out it will go.

Windows 2000 shipped with exactly 65536 bugs, which was thought amusing
at the time.

It was not, however, the pathetic failure that people like Eric Raymond
were expecting it to be[1] - because a) people were desperate to upgrade
from Windows NT, and b) in time, they fixed the bugs (well, most of
them, anyway :)).
