kppp is in /usr/bin, 'ls -la kppp' will give you
-rwxr-sr--  1 root dip
so the dip group:)
as i recall, i chmoded the application so it was executable by others 
too...but that maybe a redundant step:)
chmod 754 /usr/bin/kppp

'vim /etc/group' (or other editor of choice!) - you will see a dip group:
dip:x:30:
(it may be some other number than 30, thats cool)
append the username that will be using kppp-
dip:x:30:romana
if several-
dip:x:30:romana,person2,person3
