No idea. AFAIK their funding comes from people paying to sit the exams
rather than from vendors paying to have exams created, so I suspect
the correlation between exam availability and vendors is largely based
on LPI's perception of market demand. I really don't know enough about
their business model to give anything but hand-wavy answers though.
