[LC++]Linux Programming Guide

The LDP have asked me to see if I can find a number of volunteers who
would be willing to help me maintain and slowly write the Linux
Programming Guide. For the first few months I would expect it would be
identifying which parts are outdated and so forth; after that we could
consider adding to it.
