  Update committee member election process

Update the Election of committee members and AGM clauses to
include provisions in the previous constitution.
Allow election of committee members via a ballot prior to the annual
general meeting. Let the committee determine how nominations may
be received, eg. via electronic means.
Allow notice to be served by posting to the announcement channels or website.
Minor formatting fixes in other areas.
