  Move superceded subcommittee policy versions to superceded_policies/.

The move makes it clear that only Subcommittee Policy v3 is considered
active.

While the previous subcommittee policies would obviously remain in the
repository if removed outright, retaining them makes their prior existence
obvious and provides easier access for future reference.

This action was discussed and agreed to at the LA Council "Strategy - Not
Strategy" session on 22 May 2021.
