Hi all,
Thanks for taking the time to review and suggest changes.

* Wording has changes to give discretion to Moderators for list config
* Escalating actions has an additional dot point to cover 'other 
actions' that can be agreed b/w Moderators and Council
* Response by Council to appeal within 14 days (was 30)
