[PHPwestoz] CMS System (Like CMSimple)

I am looking for a PHP based content management system based on PHP that
uses flat files for storing data. Something with multiple users would be
nice as well as the possibility of a members area and some form of
Access Control for what content can be edit by whom.

If I can't find something I'll look at CMSimple more and see about
writing my own using the same template engine.
