[PHPwestoz] Linux/FOSS user conf in WA: making it fly

OK, we have three definite yesses on the list. Now what we need in order 
to make this thing happen is help in organising it. Even if you're in 
Esperance or Derby, you can still make suggestions, search for stuff, 
chase deadlines etc by remote control. There is a list up now here:

Since most of the existing list denizens are Linux users, I'm kind of 
relying on joiners from here (and a few other places I'll try) adding 
some input for users of other environments.
