Use the list on Meetup that they have used for the last few years which has 
people who wanted to receive such communication.

As you raised the issue of legitimacy here's the full quote from Joel Addison:

It seems to me that there is a new group created named Linux Victoria which 
has for years not been involved with the original LUV group or used it's 
resources.

Or just create a new subcommittee named Linux Victoria to match what is 
actually happening.
