That seems to indicate you are better off not working there. A CTO who does
such things will hire line managers who also do it and get rid of managers who
oppose it.

Once when applying for a contract with IBM the recruiting agent gave me the
questions and answers and asked me to grade myself and tell them the result.
The answers sheet had notes like "make sure the candidate knows the answers to
these" so it was obviously not supposed to be shown to me. I informed IBM and
ended up not getting the position. You create a disturbance and you don't get
the job. Hopefully IBM made the recruiting company do better.

As a job applicant there isn't a question of how the employer should behave,
there's a question of what they are legally obliged to do and a question of
whether their actions make you want to work for them. In this case it seems
that they did nothing illegal but you might want to avoid working for them.
