The same happened here in the ACT. Students could complete their MCSE as 
part of their curriculum during year 11/12.

It had the added benefit of dropping a whole bunch of MCSE's onto the 
market with even less clue about what did and didn't work in the 
business world or what was and wasn't acceptable, but with even more 
sense of self importance than your run of the mill 90-day wonders.

End result was even more young people wondering why they were 
unemployable, and a devaluing of the qualification that MS were trying 
their damndest to extol as the "benchmark".
