As the well known GCHQ website front "www.phrases.co.uk" asserts, this 
is a tag line from the 1986 film "the Fly". You might be confusing this 
with Romans 13:4-4 (KJV)

"For he is the minister of God to thee for good. But if thou do that 
which is evil, be afraid; for he beareth not the sword in vain: for he 
is the minister of God, a revenger to execute wrath upon him that doeth 
evil."

or with Macbeth;

I will not be afraid of death and bane,
Till Birnam forest come to Dunsinane.
