I've not used SIP before.  Can you "port" these SIP URLs between VoIP
providers, or is using a legacy telephone number the only way this can
be achieved?

A quick search suggests these URIs are like e-mail addresses in that
they are very closely tied to the service provider, so you will get a
new one if you change providers.
