The bid team for each year's LCA are not incorporated as a LA 
sub-committee until their bid is successful, so in actual fact it's a 
bunch of people who are not on a LA sub-committee competing with another 
bunch of people who are not on a LA subcommittee for the right to have a 
committee formed....
