I don't read the minutes, and rely on proposed changes coming with 
sufficient explanatory notes.  In this case the notes said, if I may 
paraphrase, "all we want to do is change the financial year but, for 
complicated reasons, we have to throw our current constitution away and 
start all over again, from the model."

I'd like explanatory notes covering the reasons for the other changes.
