first offer the role to whover came second in the election.

That person put the person's hand up, for the position, and was the 
second choice of the general membership, so, upon the person elected, 
resigning from the position, the person who came second, should be 
"given first preference" for co-option to the position, by the Council.

That method appears to comply with the Constitution, and, most respects 
the wishes of the general membership.
