[Linux-aus] Differences in OSS?

Hi,

Things have been quiet, so I thought I'd dive right in with a totally
noob question:

What's the difference between FOSS and FLOSS?

I understood FOSS to be Free and Open Source Software, with the L in
FLOSS simply being the addition of Linux in the "formula".

But just the other day, either in this mailing list or the Linux
Australia website, I saw someone use the word "Libre" as in Free Libre
Open Source Software.

When is "Free" in need of "Liberation"?
