No requirement - we have several foreign citizens (and expats) as
members.

I'd strongly oppose any move to institute such a requirement. especially
considering how much various non au citizens (or residents) have
contributed to the organisation and the cause of FOSS in Australia.

maybe we need to be more explicit about this somewhere
