adequate technical expertise does help.
If LA would be willing to assist us in preparing such a kit, I feel 
that it would be welcome in the camp community - although of course I 
would have to discuss it with the leaders before going ahead with 
such a project.
Would donating DIRECTLY to your upper sponsor give tax benefits, i.e. 
are they a charity as well as a not for profit organisation?

Yes, SU Queensland is a charity, and donations are tax deductible. At 
least for individuals - I'm not sure how it works for organisations such 
as LA.
