Sounds very sensible. I like it.
As you mention the idea is for grants to be one-off payments, but it may
be worth noting an "upgrade path": projects that receive grant funding
and then turn out to be a huge success while still needing ongoing
financial support can graduate to being official LA projects with an
assigned budget etc. Of course that sort of move would be examined on a
case-by-case basis in the context of LA's overall operational strategy.
Oops, did I really write that last sentence? Wash my mouth out with a
Mars bar and some Jolt!
