Following is the response from the person at the NNIC meeting.

I would like to correct this statement to
Professional Standards Legislation has been passed by Federal and State
Governments. The PSL was legislated by all the Parliaments in Australia to
cap the liability of organisations such as the Pichi Richi Railway who were
in danger of closing because of the high PI premiums. This scheme is managed
by Senator Coonan's Professional Standards Committee (PSC).
Organisations (such as Pichi Richi Railway) having registered with the PSC
can now say to their insurance broker (or any other insurance provider) that
their Insurance Liability has been capped by the PSL Legislation. This
enables them to negotiate a significantly better PI rate.
There is no central control, just a register, and no mandated suppliers.
