It's only one "toaster" project away from doing so. The GIMP not only 
runs on MS-Windows, it ships with TheOpenCD, and its build requirements 
are nearly as hostile as those of Evolution. Admittedly, it's also a 
little less fragile, but that's steadily becoming a non-problem.
