[Linux-aus] Refactoring Linux Australia

Volunteer Committee + Staff works extremely well. Now, where did Linux
Australia get the money to pay staff...

Honestly, let's try to stick to the near future unless someone knows
that there'll be a guaranteed $200-$250K slush fund for say, 2 - 2.5 FTE
staff at reasonable wages.

We might want to refactor Linux Australia to have paid staff but I
honestly think that's a bit of a pipe dream.
